Deputation on Buildings Energy Efficiency Bill

For newly completed buildings, the bill covers all types of buildings including Residential, Industrial, Civic and Commercial. This is logical and practical, since many common areas in newly constructed buildings share common electrical and mechanical installations. The proposed bill would effectively mandate all new buildings to adhere to EMSD performance standards outlined under the Code of Practices ... ...

Get your job done for Constitutional Reform / Climate Change

Civic Party's Expectation on 2009/10 Policy Address

The Civic Party believes that universal suffrage is the political cornerstone of sustainable social development.

The problems of the financial tsunami are not yet over and the Government ought to put her efforts in job creation. The Six New Promising Industries proposed by Chief Executive may benefit the professional and skilled workers but not the unskilled workers, who usually suffer most during economic downturn. This is why The Civic Party promotes Green Economy to create 89,000 jobs for different classes ... ...

Action Agenda
For A Green New Deal

The end of 2008 left the global community reeling from multiple crises after the banking crisis helped push the world’s economies into recession and further increased food and fuel prices. In response, the UN Environment Programme launched a report calling for a Global Green New Deal , an initiative aimed at reviving the economy by creating employment opportunities that will simultaneously tackle our dependency on carbon and minimise the depletion and degradation of our ecosystems and natural resources ... ...

Submission to the Panel of Home Affairs on the
Proposed Injection of Funds into the Arts and Sport Development Fund

The proposed distribution of fund is to give $60 million for the arts portion and $90 million for the sports portion. This appears to be a change in direction from previous practice, in which the supply of funds to Arts and Sports are equally distributed, as for instance, in January 2007, when the government last injected $80 million to ASDF for an equal share between the support of Arts and of Sports. We would like Government to give the reason for this change in the government directive, which results in the provision of smaller support for arts development relative to sports development, as shown in the proposed injection of funds to ASDF this year ... ...

Civic Party’s view on ‘Green Paper on Constitutional Reform’

Hong Kong’s election system is unfair and delivers unrepresentative government. The general registered electorate elects half of LegCo in geographical constituencies ( GCs ) and a mere 6.5% enjoy the right to elect the other half  in functional constituencies ( FCs ).  So the 6.5% get more votes and more representation making them “first class citizens” while the 93.5% are treated like "second class citizens" ... ...

Research on Poverty, Discrimination and Social Exclusion
Part 2: The Poverty and working Situation of Women in Remote Areas

The discussion on “Who need the aid most?” even triggered contradiction within the society. As these thoughts cannot effectively approach the causes of poverty, and cannot thoughtfully observe the situation of the poverty, the problem of discrimination and the relationship between them from the perspective of social structure, in order to let both public and related government departments can have an in depth understanding to the situation of people in poverty, promote a rational discussion on the problem of poverty in the society, remedy the insufficiency of current social policies, strengthen the common ground on solving poverty in the society and to alleviate poverty more effectively by stating clear the causes of poverty, The Office of Ronny Tong, Legislative Council Member and Prof. Wong Hung from the Department of Social Work, The Chinese University of Hong Kong jointly carried out a research focusing on the problem of poverty and social discrimination.

This press conference is the second part of the research report, which is about the situation of poverty, discrimination and exclusion suffered by the women in remote areas, and will mainly focus on the first two situations. The research was carried out between July and September 2006, and employed “quota sampling method”. A total of 706 women, aged 21 to 64 and who live in Tuen Mun, Tin Shui Wai, Fan Ling, Sheung Shui, Tai Po and Yuen Long, were interviewed. We also invited 5 women from the above districts to have an interview with us, in order to have a more in-depth understanding about their views and opinion on the findings of the questionnaire.

Civic Party Submission on
Re-organisation of Policy Bureaux of the Government Secretariat

No re-organisation or shuffling of responsibilities between Policy Bureaux or creation of new Bureaux can possibly redress the fundamental problems of governance and failures in policy-making which have systemic causes, chief of which is the absence of democracy in decision-making by the Government.  A self-perpetuating paternalistic attitude persists that the people of Hong Kong are incapable of deciding for themselves what is in their best interests and this permeates most of the bureaucracy ... ...

2012 Political Reform Proposal for Public Consultation

Since 1980s, pan-democratic political organizations have a common belief –
striving for a democratic political system. It was suggested that all Legislative
Councillors shall be constituted fully by direct election in 1988. While it has
been already 20 years now from 1988, half of the seats in today’s Legislative
Council (Leg Co) are still returned by functional constituency elections, in
which some constituencies are extreme ‘small circles’. Voters in functional
constituencies can cast two, or even three votes ... ...

Civic Party's proposal about the 2007-08 financial budget

The function of the Budget is to facilitate and implement master plans of the government, with adjustments in accordance with the changes in political and economical circumstances. However, Donald Tsang, the Chief Executive, has confined himself as a leader of the “transitional government”, thus evading many long-term development problems in his recent Policy Address. Civic Party's response to Chief Executive about ‘Positive Non-intervention’

We note with appreciation your article published on 19 September 2006 in response to our open letter. However, your explanation has served to confuse rather than to clarify. It failed to give a straightforward answer to our simple question: has Government changed its long-standing policy of positive non-intervention, and if so, how does the new policy differ from the old?
