尊敬的黨員黨友﹕

大家都知道，愈來愈多雙非母親來港產子對本地醫療服務造成很大挑戰。政府未有監察雙非嬰兒出生的情況及制定配套 措施，以致床位緊張、部份母嬰面對的風險惡化，本地孕婦及港人內地妻子（即「單非」孕婦）的需要得不到照顧，是不負責任的。廣大市民有不安無助的情緒卻感 到申訴無門，久而久之造成兩地矛盾升溫及激化，又叫人怎樣冷靜處理目前問題？

在一個24小時的新聞世界，「主動進取、快速回應」是所有從政人士必需學習的，他們總覺得要把握時機向社會擺出果斷的姿態，所以說話有時要比思考快。問題在於，一些沒有經過深思及討論便即席提出的點子，即使可以達到「搶眼球」的效果，對事情本身其實可能只會愈幫愈忙。

我們想要一個以民為本的政界，還是要忍受那些諉過於人、深化矛盾、不負責任的政客？

我們想從政人士與市民一起認真地發展一個自由、公義和理性的民主政府，還是一個靠「政治化裝」和「出口術」渡日的政界？

在學習把握時機、爭取發言同時，有志從政的人都要學習抗拒種種不講原則、概念貧乏、或是缺乏證據支持的「姿態」和似是而非的「論述」。

公民黨針對雙非這個問題，提出政府應優先照顧本地需要，立即暫停向雙非孕婦簽發「預約分娩服務確認書」，及時化解矛盾對立。同時，香港必須立即全面研究及制定人口政策，在有需要時可考慮修改基本法相關條文，把政策貫徹落實。（詳見2月5日的新聞稿https://www.civicparty.hk/?q=node/3715）。我感激執委們和一些黨員的寶貴意見和提醒，我會進一步建議邀請黨員一起參與籌劃這方面的政策。
