各位尊敬的黨員黨友﹕

香港的困局，在於社會有強烈求變革新的共識，但政府和政治人得到的公信力卻長期偏低。那種一籌莫展、百無聊賴的感覺，很容易會令人消極的。

小圈子產生的政府管治效能每況愈下，其政策措施發揮不了香港的潛力和創造力。所謂「強政勵治」，實情是帶領著香港走下坡。建制派獲得不成比例的關顧，早就得戚地依附在制度上指指點點。

臨近7月1日，香港社會有需要重申革新管治的決心。在參與七一大遊行上，公民黨要不斷尋求知識、手法和網絡發展，跟志同道合的朋友合力保衞香港的核心價值。我們可以採用積極、真誠和開放的態度，在學習、思考和行動中，在政治層面表達出香港市民的願景、為香港尋找出路。我們的組織要保持活力和機動性，只要有利發揮良性循環的好主意，便應考慮採納。我們越為組織發展作出共同承擔，我們便越有拓展前進的空間。

剛過去的週末，我們組織了一個辛亥革命百周年的廣州考察團。我得承認，我起初對只有兩日一夜、「點到即止」的考察活動確有些保留，但30多位團友的好奇心、認真和求是的精神令我釋懷。由黃花崗、329廣州起義指揮部舊址、清代諮議會、伍廷芳墓、到大元帥府，前人為了一個更有自信、公道、民主、和平的中國義無反顧、付出一生的氣魄是極具感染力的！

一百年了，我們仍然盼望夢想成真的一日。

還有另一個「開心發現」，是今天有不少歷史學家正嘗試從各地方的社會人文視野來觀察辛亥革命的事蹟，期望可以在官式的大論述以外另闢蹊徑 。他們的工作細水長流，雖然只在起步的階段，卻十分值得肯定。
