尊敬的黨員黨友：

因為我想和大家談談本年度的財政預算案，所以這個星期的黨誌被迫延遲發出。

這次的財政預算案對你、你的家庭、社區、甚至整個香港有什麼意義呢？在我看來，政府應藉財政預算案提出實際的措施去照顧各階層市民所需，並為不斷提升整體生活質素及社會可持續發展作長遠投資。

因為預算案對於香港的未來影響深遠，從中也反映當權者是否對香港有真正的承擔。

可是，特區政府一再令香港失望了！曾俊華司長剛愎自用，對所有良好合理的提議根本聽不進去！
假若我們就此作罷，希望問題會自然消失，或以為這一切與我們無關，實在是自欺欺人。

 公民黨要求我們的地區發展者、區議員及立法會議員仔細聆聽市民的意見，從而整理出市民的焦慮、關懷、訴求和願景。

 我們要問的是，什麼是真正適合香港所需，體現我黨所守護的原則及核心價值，而不純粹是為著滿足狹隘的利益。

我們要問的是我們可以怎麼將憤怒、失望、甚至自暴自棄的情緒，轉化成爭取社會公義而積極行動的意志與決心。

公民黨認為，以正面而積極的訴求作為我們爭取的方向，才會給予我們更大的動力。

在未來數週，我們將集中讓市民就財政預算案發表意見，並因應我們就2012年行政長官和立法會選舉條例的立法工作，提供渠道讓市民與新民主運動連結起來，因為只有由市民選出的政府和全面普選的立法會才有望帶來真正改變，提昇香港的管治質素。

 我會致力配合地區發展者及黨員的期望，讓市民見到公民黨能夠更有活力、更有組織地為著我們的共同目標奮鬥！
