「抗美」不成的出路 梁家傑

特朗普總統發動貿易戰，在國內得到支持，他以零關稅與降低貿易壁壘作餌，拉攏歐盟跟他連成一線，歐盟委員會主席容克反應正面；中共領導人習近平何嘗不是銳意與歐洲國家組成抗美聯盟，但拉牛上樹。上月中在北京舉行的中歐峯會，共識只是一堆官腔，無助習帝應付最着急的中美貿易戰。王毅外長早幾天與英國外相侯俊偉在京開記者會，電視畫面所見已不復昔日的意氣風發，也許是「聯歐抗美」觸礁的一副憂國面容。

我在五月訪美時寄語美方，若然認定中方違反自由貿易協定，不應用私刑懲罰中方，正途是根據世界貿易組織(WTO)的機制投訴和解決。今天，我重新審視形勢，美方的取態逐漸明朗，特朗普根本無意按WTO本子辦事，認為長久以來美國跟WTO規矩是吃虧，他想以大佬姿態帶頭建立新聯盟、新規則、新秩序，盟友都是跟他的金融、商貿、經濟價值觀相近的國家。

中國要自救，爭取在貿易戰中多一點迴旋空間，可能要以積極向美國和全球開放貨幣金融市場作餌，訂定時間表讓美國和其他國家可以在中國資本項目中分一杯羹。若決朝這方向，香港作為全國唯一的國際金融中心，豐富的貨幣金融市場操作和管理經驗就成為難得的資產了。

由毛澤東開始奉行「長期打算，充份利用」的對港政策，也許在當下的歷史時空，能給習近平一記當頭棒喝，明白真正的「一國兩制」於國家有益無損。
