「緊急法」、「反蒙面法」
英國首相欲阻止下議院辯論他的脫歐策略，於是向英女王提意見，請女王陛下終止（prorogue）國會。英女王按傳統接納所請，傳樞密院令終止國會五周。「終止」不同休會，其間國會要停止一切功能。事情告到英國最高法院，法庭於9月24日頒下判決：首相請女皇終止國會之舉違憲違法及無效，終止令猶如白紙一張。因此國會沒有終止，隨時可繼續運作。
英女王都唔准做的事，香港特區的女特首卻自以為有權做，即以宣讀命令立法，以行政行為阻止立法機關履行基本法之下的憲政職能。雖然不是下「終止」令，但特首承認「反蒙面」法規是附屬法例，立法會有權審議，但同時將生效日期訂於9小時後，意在令立法會沒有機會審議，正是：先斬後奏。這合憲合法嗎？
英國最高法院判決書第50段說：”…that a decision to prorogue Parliament (or advise the monarch to prorogue Parliament) will be unlawful if the prorogation has the effect of frustrating or preventing, without reasonable justification, the ability of Parliament to carry out its constitutional functions as a legislature and as the body responsible for the supervision of the executive.”繞過立法會，篡奪立法會的立法權，有何可成立的理由？政府承認，並無「緊急狀况」，只是出於公共利益。禁止一切蒙面示威遊行，違者囚一年，對「止暴制亂」有多大作用？有什麼急切理由？還未說到殖民地的「緊急法」在基本法訂立的新憲制秩序之下，是否仍然有效，是否容許特首隨時以言代法！林鄭，下台罷，你不配管治香港！
