「與民共議」
「土地大辯論」下周三結束，土地供應專責小組主席黃遠輝月底將向特首提交初步觀察報告。預料覓地選項之一「發展棕地」的社會共識不低，做與不做，做多做少，視乎特首決心。
政府完全操控香港土地規劃機制，大可以引用《收回土地條例》收回地產商手上囤積的棕地，重新規劃作興建房屋用途；地產商與政府之間如對補償金額有爭議，可交由土地審裁處裁決。退而求其次的方法，是與地產商談判補地價建屋計劃；只要釐訂補價金額過程有足夠透明度，公眾與專業人士眼睛雪亮，自有公論。
有些事情，非不能也，實不為也。正如強風山竹過後翌日全港交通癱瘓，林鄭本應該帶頭指示公務員和政府資助機構僱員留家工作，並呼籲全港僱主效法，以方便風災善後工作進行。但她卻諸多藉口，結果民怨沸騰，掩蓋了防風功績。
公民黨長期提倡以「與民共議」代替「公眾諮詢」，讓所有持份者在公眾面前愈辯愈明，「土地大辯論」算是從善如流。可惜林鄭急不及待公開主張填海，官方放風不會收回粉嶺高球場建屋，令公民社會不信「真共議」，認為是「假諮詢」。
特首位高權重，阿諛奉承者眾，容易自滿。不忘初心，方得始終。希望林鄭緊記當發展局局長及後來選特首時對「與民共議」的充分肯定，切勿將土地大辯論變成假諮詢，黃遠輝變成共犯或傻子。
