不派錢更要懂得花錢 梁家傑

盈餘巨額超標，香港人要求派錢以自行花費，皆因不信任政府會善用千億「橫財」解決社會問題。陳茂波司長以至林鄭特首應感羞愧，只因香港人要求全民派錢，是對不稱職政府投的不信任票！

過去30年只有6年財赤，而2003/04年度至今已經連續14年盈餘，本年度逾千億元盈餘更是創新高，但政府每每以量入為出、未雨綢繆之類說辭堅持當守財奴。

前財政司麥高樂主張財政儲備不少於18個月政府開支，唐英年當司長時期調低至12個月。現在，未計3萬多億元外匯儲備，財政儲備已經累積逾1萬億元，相當於超過24個月政府開支，羡煞多少已發展地區，但港府還是覺得儲備不夠多、不足以安心以備應急？

香港風光背後貧富懸殊嚴重，堅尼系數高，幸福指數低，是少有的經濟成熟地區縱有充裕儲備卻沒有全民退休保障。退保的種子基金只須1千億元，可應付人口老化及貧富懸殊兩大問題，好過政府年年絞盡腦汁以各種名目派糖安撫不同的人。香港人平均壽命冠全球，政府必須加緊投資在公營醫療服務，興建醫院及培訓各科醫護人員，刻不容緩。下一代面對的競爭愈來愈大，政府在投資教育與創意工業兩方面開支亦不可吝嗇。

庫房水浸，政府派糖，不患寡而患不均；香港人期待公帑用得其所，政府懂得花錢投資未來，不要一再錯失真正未雨綢繆的時機。錢用來防患未然，總比亡羊補牢好。
