別再埋首沙堆 陳淑莊

政府終於決定押後《2011年版權(修訂)條例草案》的二讀辯論，有建制派議員也高調表示政府應「停一停，睇一睇」，但是建制派仍然在迴避一條網民們最關心的問題，就是他們對豁免二次創作的立場，這一點比政府是否撤回整個條例草案更為關鍵，但偏偏建制派的回應仍然非常曖昧。

整個問題的核心，是即使政府撤回草案，二次創作者今天仍然可能遭受檢控，那把刀仍然在市民的頭上，唯一的解決方法，就如我今次所提出的修訂般，豁免二次創作。無論草案是押後辯論還是最後撤回，建制派都應該清晰地向全體市民交代他們的立場。否則，過了9月的立法會選舉後，建制派可能連曖昧都不會，直接保皇便算了。

不單是建制派，政府也不能再含糊其詞，政府曾說若要豁免二次創作，必須進行諮詢。現在草案辯論押後了，政府若是有心的話，應該盡快交代進行全面諮詢、整合諮詢意見及提交修訂草案的具體時間表，並盡快開展工作。

各位埋首沙堆的鴕鳥們，請面對現實，回應民意，支持豁免二次創作。
