唔提唔等於唔做 余若薇

還記得八萬五嗎？首任特首董建華1997年在首份施政報告宣布，目標每年建屋八萬五千個單位。金融風暴令樓價大跌，事隔三年記者訪問董建華，會否修訂建屋目標？他答： 「八萬五政策自1998 年已未再提起，已經不再存在。」後來中央政策組前全職顧問練乙錚撰文，披露董建華決定放棄八萬五目標時，練建議他主動公布並向公眾解釋，但董無採納，反而聽從時任新聞統籌專員林瑞麟的意見，弱勢政府不能公開認錯。

重溫舊事，因為董建華推薦給香港人的梁振英青出於藍。梁振英就任特首時被揭發寓所僭建，他面對議員公開質詢，同樣面不改容地說： 「記憶中，我無話過我無僭建。」

沒有最縮骨，只有更縮骨，梁振英剛發表五年任期內第二份施政報告，競選期間承諾過的事在這份報告依然沒聲氣，可能凍過水，例如訂立標準工時、取消強積金對冲機制。記者與勞工界代表當然不停追問他是否打算「走數」，他笑笑口說：「唔提唔等於唔做。」用他一貫語言「偽」術，這句話將來可以演變為「提過唔等於會做」、「唔再提等於唔會做」，甚至是「曾經提過等於做咗」。

巧言如簧、弄虛作假，變成值得自鳴得意，難怪坊間有「教育機構」開辦收費的「拜年口才工作坊」，指導小孩子要字正腔圓、「自信自然得體地表現自己最優秀的一面」，還有，一旦親友問起有什麼新年願望，該如何作答。拜年只需家教，竟像演戲要劇本要綵排，包裝勝於真言。「唔提唔等於唔做」是什麼意思？究竟是否會做？什麼時候做？為何不能直言。
