近來的英美政治新聞甚有趣味，彷彿實例示範兩個國家的不同的民主制度如何運作。英國為脫歐擾攘，首相文翠珊脫歐方案被史無前例的大比數否决，香港報章強調首相位危，而工黨隨即提出的「不信任」動議被否决，則是險保相位。其實更值得注意的倒是英國憲制的強韌程序邏輯，長於讓互相衝突的強烈意見藉充分辯論而得到具認受性的解決。人家的法治和政治是真的。
且看事件始末。先是有公投脫歐的結果；之後有眾籌打官司要法庭裁決。究竟脫歐方案需要交國會通過，還是純屬政府可決定的行政權？最高法院裁決：須國會通過。政府須守法，於是戰場移到議會，朝野大小政黨各出其謀，每名在其位的公職人員各按其位而為。文翠珊的保守黨，原本立場是留歐，但公投結果，人民說了：脫歐！身為首相，文翠珊就得忠於國民，盡力尋求最有利英國的脫歐方案，呈交議會通過。議會大比數否決，文翠珊發言：The Househas spoken——議會的意願清楚說了不要這個方案。但議會隨即否決了工黨提出的不信任動議，the House hasspoken：這個議會信任政府，即是首相必須努力尋求議會可以接受的方案，雖然這個可能渺茫，但她不肯就此放棄硬脫歐，因為放棄脫歐，是背棄政府對人民的信諾。愈來愈多先前主張脫歐的人開始相信沒有於己有利的脫歐方案，二次公投呼之欲出，但只有議會才能否決首相的硬脫歐。文翠珊是「家嫂」，不過「家婆」是人民，不是「阿爺」。
