寧要黑金不要政黨？ 湯家驊

一場特首小圈子選舉弄得擾攘沸騰，一波三折。有人認為改由曾鈺成出選將有助發展特區政黨政治，也可以給小圈子「多一個選擇」。但最近港澳辦主任王光亞先生卻就此大潑冷水，暗示此舉並不可行。他說特區現時「未有發展政黨政治的條件，也沒有政治人才」，更暗示商界是唯一可以提供管治人才的來源。這番話實在難以服眾。

政黨政治與個人政治之分，在於前者是代表著一套較為穩健長遠的價值觀，不會輕易受人事變動所影響。共產黨建國多年，其價值觀從未有重大改變便是實例。除了政策研究會比較長遠和紮實之外，政黨政治另外重要的一環便是莫論興旺上落，一般政黨均獲社會某一階層或某一組群的基本支持；便是選舉失利，淪為反對黨，透過群眾的需求、時勢的改變，也可東山再起，重新執政。政黨政治除了有助推動政治發展，亦是孕育政治人才的溫床。兩者生生不息，相互支持。

相對而言，個人政治只可說是權宜政治。特別在小圈子選舉中，因為缺乏政治和管治之中心思想和理念，為了增加認受性，最後只會變成一場向群眾獻媚的政治騷。為了求勝，有人更會不惜肆意抹黑，甚或尋求黑金政治以換取權力和名譽，也管不著甚麼政治理念、管治原則的比併了。

捨政黨政治而取抹黑政治或黑金政治是自欺欺人；不但是特區長治久安、繁榮穩定的絆腳石，更是種下社會分裂、管治失衡的伏線。君不見上任時民望高達八成的曾蔭權今天的景況？只望掌權者回頭是岸，給香港人一個機會！
