特區政府強推的引渡修訂，其法律效力是特首可直接應中央要求，引渡香港境內任何人往中國大陸受審。修訂一經通過，香港境內的美、加、歐盟等各國公民及其資產頓成中共人質，當此貿易戰酣之際，這些外國政府怎可能不極力抗議？難道坐以待斃？然而外資撤離，香港的國際金融中心地位大受打擊，一去不返，必然嚴重影響香港的經濟民生，以致市民因香港地位特殊而得到的人權自由保障，亦必然迅速減弱。香港市民，將日夜生活在恐懼招致中共報復手段的陰影之中。

是誰將香港推至懸崖邊緣？一是特首及她的官員；二是手持立法會大多數票足令法案通過、令政府有恃無恐的建制派議員；沒有這批議員，政府不會得逞。林鄭身為特首，基本法之下，有代表特區維護香港人利益的憲制責任，應致力尋求保持香港地位以利國家的方案。周恩來的「長期打算，充分利用」，根本就是這樣。但林鄭及她的一線庸官卻無能無德，反而加劇矛盾，犧牲香港。連立法會的矛盾對抗也無法緩和化解，如何能當更大任務？
正因林鄭無能，中央迫得由幕後走到台前，在全世界面前暴露「一國」其實「一制」的猙獰面目；中央操盤之下，法案「直上大會」，建制歸位，更拆穿特區立法機關的所謂制衡、所謂審議，都是虛文。「三權」餘下司法，何以獨撐法治不變為「以惡法整治人民」，當然令人憂疑。百年基業，喪於一朝，香港人豈可坐視？
