拉布=費力把事拖
「拉布」， filibuster， 用普通話音譯fili -「費力」，buster – 「把事拖」，串起來就是「費力把事拖」，連意思都包含在內，確是有趣。但足球賽事中的「拉布」、「搓波、揼波鐘」的玩法， 就不講filibuster， 而是playpossession football。
Possession football， 「擁球」，一隊球員把球在自己人之間傳來傳去，為retain control ofthe ball、保留控球權。尤其若眼前賽果是1 比0之類，就快完場，勝方就會玩拖字訣，總之拖到打鐘就贏了。這一款football tactic （ 足球策略），就像political tactic（政治策略），一樣都是delay（delaying 亦可）tactic、拖延策略。Filibuster，做名詞或動詞、用於人與事都得。The filibuster（拉布人）filibusters（拉布動作） against the bill, with the hope that thefilibuster（拉布這回事）will work. 「拉布者就草案拉布，還望拉布有效。」
That is the filibuster. 那就是「拉布」人。He filibustered at the meeting. 他在會議上「拉布」。
She opposes the filibuster （filibustering 亦可）. 她不支持那樁「拉布」行動。
中文「拉布」兩字的源頭，要去問彭志銘。而filibuster 這個怪怪哋的字， 話說來自荷蘭文vrijbuiter 及西班牙文filibustero， 都解「海盜」——記得嗎，西史中，這兩個國家都曾在海上稱霸——初入英文，最先變成freebooter，仍然解偷呃拐騙、海盜一派。漸漸，freebooter 變回接近西班牙文的filibuster，在美國興起。十九世紀之際，filibuster 亦曾用來指一群群自發去中、南美小國策動政變革命的美國人，後來，就幾乎專用於今日的政治意思了。
美國國會見證的， 是一篇篇長而無關宏旨（long and irrelevant）的演說，舊時一度受禁止，但後來確認議員「有權無休止地辯論」、right to unlimited debate。問題卻仍然是，總不可能無休止至地老天荒呀；於是決定若議會有三分之二票同意，就可中止辯論，進行投票。這叫cloture（即closure）。但三分之二的門檻，終又嫌高，美國在1975 年把cloture 改為五分之三。They need extra votes to force cloture. 他們需要額外的票來迫使中止辯論。
Filibuster 是legitimate（合法的）、non-violent（ 非暴力的） 議政手段， 主旨是delay orprevent the passage of some undesiredlegislation、拖延或阻止不討喜的法例通過。手段本身中性，要視乎議題論忠奸；在美國，上世紀固然有為「劫貧濟富」的議案拉布；但在五六十年代，亦有許多保守的、歧視黑人的南方參議員，一樣就黑人民權法案拉布。
