政改報告懶人包
特區政府踏出政改五部曲第一步，交出公眾諮詢報告，提請全國人大常委會進行政改。
從報告內容可見端倪。將報告裡「普遍認同」、「普遍意見」、「主流意見」、「較多意見」、「不少意見」的內容加起來，政府盤算的2017 年「普選」特首方式如下：提名委員會像以往的選舉委員會，唯一擁有提名權，依然由四大界別組成，維持1200 名委員，最多增至1600 人；提名程序分兩階段，先由一定數目的委員推薦特首參選人，再要有一定比例的委員支持，參選人才可成為候選人，以體現「少數服從多數」和「機構提名」；候選人須「愛國愛港」；全港登記選民兩輪投票，增加當選者的認受性。
將報告裡「一些意見」的內容加起來，便是政府不接納的，包括「公民提名」與「政黨提名」；70 多萬人的民間投票和51萬人的7．1 遊行變成「有一些團體和人士」。
政府未敢明確表態但立場呼之欲出的「一類意見」：特首候選人數定限2 至3 人。
此外，亦因為「普遍認同」，所以2016年立法會選舉辦法不會有大變動，維持功能組別與分組點票。
以上長官意志，與6．22 和7．1 民意相差甚遠。政務司長林鄭月娥在立法會呼籲異議者妥協，她說： 「香港政制發展進一步邁進，總比原地踏步為好。」
國務院上月頒布的一國兩制白皮書擺出強硬態度，政改前景的確未敢樂觀。
