政治大？還是法治大？
國務院發表《「一國兩制」在香港特別行政區的實踐》白皮書，重新定義「一國兩制」。香港大律師公會引用2008 年公會一份聲明，反駁白皮書的謬誤。當年的公會主席正是現任律政司長袁國強。
2008 年時任國家副主席的習近平提出行政、立法、司法「三權合作論」，袁主席代表大律師公會出聲明反駁，強調香港司法獨立，不能被看作政治管治團隊一部分。
6 年後，白皮書要求香港各級法院法官及司法人員與行政長官等「治港者」， 「肩負正確理解和貫徹執行香港《基本法》的重任，承擔維護國家主權、安全、發展利益，保持香港長期繁榮穩定的職責。愛國是對治港者主體的基本政治要求。」這要求一點不奇怪，只不過是反映大陸的法制。
大律師公會反駁，若把法官與司法人員視為「治港者」，會令人誤會是政府機器一部分，服務政治。公會立場一如既往，維護香港司法獨立。
但袁國強已不一樣，不止批評公會錯誤理解他當年的意思，還維護白皮書，叫大家別混淆概念、斷章取義、陰謀論；他又「屈」法官就職宣誓效忠《基本法》和香港特別行政區「便是愛國愛港的法律體現」。那梁國雄成為立法會議員同樣宣誓效忠《基本法》和香港特別行政區，袁司長是否認同「長毛」為愛國者？
袁說：「公會從法律角度看，我以整體政治體制角度分析，兩者未必有分別或矛盾。」袁司長的變臉，正好引證兩者的分別。
