政．戲．伊人 – 「陰宅八萬五」 陳淑莊

港人窮一生找尋安居之所，想不到身後覓一葬身之地竟比生前還要困難。早前政府指私營骨灰龕放置場所違規經營，引發「骨灰是否人體遺骸」的爭議。繼而被揭發這些「陰宅」的價格由三數萬到二十多萬元不等，極端者更可逾百萬，呎價比七萬元呎的豪宅更高。

陰宅呎價走勢凌厲事出有因，原來政府估計未來十年約有四十四萬人死後火化，但政府同期所能增加的骨灰龕位卻只有約六萬個，私營骨灰龕位未計算在內。市場人士看準這個供求落差，收購一些破舊的寺院廟宇，重修擴建，改建成骨灰龕放置場，從中找尋商機。

政府無法滿足市場需求，由市場處理「陰宅」供不應求的困局本應沒大問題。但政府卻指私營骨灰龕放置場違反地契中不可存放「人體遺骸」的條款，而機構則指「骨灰」不屬「遺骸」，兩者大有對簿公堂之勢。無論結果如何，市民勢成最大輸家。假若政府勝訴，將要想辦法處理已安置和已購入的龕位，而假若敗訴的話，龕位勢有氾濫之勢。

「陰宅」跟「陽宅」一樣，都有公營、私營、輪候冊及如寮屋般的「登記制度」等，而部分私營的更有可能面臨政府的清拆危機，可是，「陰宅」的長遠政策卻欠奉。或許，我們應該來個「陰宅八萬五」以解決困擾香港幾十萬個家庭的骨灰安置問題。生死皆有所居，總是合理要求吧！
