政．戲．伊人 – 一次也嫌多 陳淑莊

2008年8月27日，赤柱遊客區一棵百年刺桐古樹砸中途人， 19歲港大女生莊頌賢慘死。

2009年3月30日，死因庭陪審團一致認為莊頌賢之死是可以避免，又批評康文署職員缺乏專業知識，建議成立獨立部門處理樹木風險管理。

2010年3月，特區政府成立樹木管理辦事處、綠化及園景辦事處，每年運作費用近二千萬。

2010年6月14日，沙田圓洲角一棵盾柱木疑受真菌感染腐爛折斷，壓斃蔡傑強。

2010年6月27日，中區政府合署一棵大樹倒塌，壓傷一名途人及壓毀一輛的士。

 

樹木辦疊架屋

事實勝於雄辯，敢問政府有汲取奪命塌樹意外的教訓嗎？兩年前莊頌賢之死被死因庭裁定意外，陪審團提出三項針對性建議，要求政府成立獨立部門處理樹木風險管理，並設立通報機制，但當局卻是選擇性的接納。

新設的樹木辦只是疊架屋，隸屬發展局而非獨立部門。護樹大隊長唐英年主理的專責報告曾經表示：「設計新的樹木風險評估表格」，但言猶在耳，不單沒有獨立部門，甚至連那份獨立表格也沒有，更遑論協調和通報工作。

上月再增添枉死塌樹下的亡魂，就連政府總部門外的大樹也倒塌了，政府仍不肯訂立《樹木法》。「塌樹意外一宗也嫌多。」但教訓其實一次就夠了，政府到底明白嗎？
