2009東亞運動會的帳目愈審愈火滾。表象所見：只花1.23億元公帑舉辦大型體育活動，還有盈餘，又有08京奧級的開幕禮製作，而精英運動員發展亦受惠近千萬元捐款。

但背後卻是一堆「混帳」，視程序規範如無物！公營體系缺乏透明度、欠問責、自把自為，正是孕育貪污腐敗濫權文化的養分，需要防微杜漸，絕不能任由其在政府體制內生根蔓延！

東亞運開支中有近1.33億元是由其他決策局和部門提供的額外直接開支，即涉及公帑合共倍增至近2.56億元。為何在預算開支時不作清楚說明？難道是為了製造物超所值的假象，還是想繞過立法會的監察機制？

開幕禮預算3500萬元，結果花了6300萬元。民政事務局局長曾德成坦承「搞大係我決定」，用於聘用京奧開幕禮的製作公司，加大規模。局長自己的一個決定便多花近3000萬元，究竟這位問責局長問的是甚麼責？

東亞運公司還可以偏離東亞運「三邊協議」的規定，將其中980萬元依「政策性決定」捐贈予精英運動員發展，而非歸還庫房。而局長本人則在上任時有沒有看過「三邊協議」也是疑問！

康文署署長馮程淑儀還辯稱協議沒訂明不可將從捐款所得的款項捐出。但這是打政府、東亞運旗號取得的捐款，如果可任意運用，不如成立個「德成退休基金」，來接受捐贈！
