政．戲．伊人 – 私人會所的迷思
「私人會所開放予非會員團體使用！」百萬會籍的會員或會擔心，權益被如蝗蟲般湧現的街外人蠶食殆盡；而普羅市民則不滿特權階級，以低廉地價享用「阿公」的寶貴土地資源！然而，事情並非如此兩極化。
現時約有73份這類私人遊樂場地契約，承批人包括小童群益會、香港紅十字會、政府華員會及香港遊艇會等51個團體。這些團體獲豁免或象徵式1000元地價批出土地，供其發展康體設施。
大部分地契條文訂明，承批人需要向教育、福利、文康部門轄下團體開放部分時段，以善用設施，發展體育活動。
大部分地契將於年底到期，民政事務局承諾續批地契時檢討條文。但似乎傾向一刀切，增加些少開放時段便算數，其實未有對症下藥。
修訂地契需要考慮承批團體的性質、場地的類型和非會員對場地的需求。例如某些會所只向非會員提供船隻停泊處服務，若市民用不，其實大可刪除外借條文，然後收回地價成本。
我在3 至4 月做的調查顯示，政府和承批土地的團體，缺乏就外借服務作出宣傳，如今民政事務局已將有關資料放在網站：http://www.hab.gov.hk/file_manager/tc/documents/o ther_information/prl_facilities.pdf。合資格團體可自行或透過該局/相關部門提出租用申請，如遇到無理阻撓可聯絡我，我會繼續跟進這問題，以確保社會資源得到合理運用。
