朕即是法 沒有贏家 梁家傑

高鐵西九「一地兩檢」容許內地人員在香港境內執行中國法律，明顯違反《基本法》第18條和「一國兩制」，最諷刺是律政司司長袁國強與香港特區政府枉作小人，搜索枯腸一度強辯《基本法》第20條是西九「一地兩檢」的法律基礎，中央卻不屑一顧，視為多此一舉，全國人大常委會索性說了算，朕頒布西九「一地兩檢」不違反《基本法》就是不違反，朕即是法。

習近平時代，帝制復辟，搲爛塊面，廢掉《基本法》第18條，充分體現中央對港的全面管治權，《基本法》和中英聯合聲明真正變成「不具現實意義的歷史文件」。撕去「一國兩制」包裝紙，露出「一國一制」真像，袁國強是主刀手，完成政治任務即將走人，留下頹垣敗瓦，叫香港的年青人如何有信心走到2047年，五十年不變？廿年來香港人心不回歸，反而越走越遠，只怪謊言太早揭穿，「一國兩制」太快貨不對辦。

為了高鐵的便捷，一時三刻的政治需要和經濟利益，犧牲法治這個香港重要基石，亦向國際社會敗露中共不屑遵守在聯合國登記的《中英聯合聲明》這份國際協議，是完全不成比例的代價。國際社會收到怎樣的負面訊息？外國投資者仍會相信，香港一如既往奉行法治，有別於中國其他城市？仍會相信中共有志蛻變為法治凌駕人治的文明政權嗎？《基本法》第18條和「一國兩制」守不住，香港輸了，中共又算是贏了嗎？
