欲練神功 引刀自宮 楊岳橋

果然，《笑傲江湖》這句名言果然幾時都好好用。

不是嗎？香港政府剛剛就示範過了。要練成高鐵西九站實施一地兩檢而又不違反《基本法》的「神功」，政府不自宮，又怎能成功？

不是嗎？這次政府引用《基本法》第20條，讓人大常委決議授權特區立法削減香港的管轄範圍，並把這範圍拱讓給中央政府管轄、全面實施內地法律，真的很成功——在包裝方面。

這種做法，既是在玩繁瑣、兜圈的法律文字遊戲，又是犯了見小不見大的錯誤，以單一條文來凌駕一部法律背後的精神。把這張扭曲的、名叫「20條」的花紙撕下後，正常人都會看到這個字：割，而且正如袁司長所說：「絕對不是中央指令。」這次主動割地的，是香港政府。集體自宮，是不是新政府官員們都準備練辟邪劍法了？

當然了，官員們例牌叫大家不要政治化，要支持政府充分利用高鐵的效益。好啦！先不跟你政治化，方案一出網上已經提出了大量實際可能發生的情景：香港人被國安強行捉到B2層內地口岸區，警察做唔做？法庭能否向他發出人身保護令？跨境學童到時可以直達西九龍，當區校網應付得了嗎？在月台被公安追捕，跑著跑著跳進歸香港管的路軌，公安是否就會停步唔追？淘寶全國包郵包含西九站嗎？一眾問題，多過黑人問號。

又當然了，官員們想宮的不是他們的肉身，而是香港的命根：一國兩制。這次守不守得住，就如林鄭所說，是場民意之爭。希望你能好好衡量，是要便捷還是要法理——你大概也不想大家一齊死在東方不敗手下吧？
