沒堆沙包的一方 陳淑莊

正在港鐵翻讀報紙的你，可能正躊躇着怎樣花費省下來的12,000元稅款；如果閣下的兒女正唸大學，而且孭了滿身學債，作為無牌財務策劃師的我，一定會建議閣下積穀防饑，把錢儲起來，為攤長還款支付利息。

財爺曾俊華的「臨收工」預算案，讓今年畢業的專上學生延遲一年才開始償還貸款，實際只是在原來的六個月「寬限期」上，額外多加六個月，卻重新包裝「皇恩浩蕩」推出。這一年雖然不需要還本，卻要計算利息，跟銀行那些聲稱首三個月免還款的產品無異，非常「搵笨」。除此以外，財政預算對教育範疇的措施乏善可陳。

財爺形容預算案是「堆沙包」，迎接可能出現的經濟逆境，部分措施算是扶助了中小企，同時稍稍減輕中產的負擔，但可惜沙包只是堆在海岸的一邊，對於在勞動巿場上缺乏議價能力的低下階層巿民、低收入非綜援受助人，又沒有入住公屋的「N」無人士，一大堆紓困措施只是隔靴搔癢。

香港社會是一個整體，不同階層互為影響，一旦歐債風暴爆發，一個浪頭不單淹死低下階層，同時打開決口，造成骨牌效應，為社會帶來不穩定因素，沒有人能夠獨善其身。

這一份預算案繼續翻炒舊橋，說好的文物保育基金「音訊全無」、民政範疇新措施「下落不明」。看來香港人來年都要好好為自己的生活計算一下。
