政府建議將樓齡50年以上舊樓的強制拍賣門檻，由持有九成業權降至八成，小業主強烈反對，認為建議旨在為地產商開闢財路，是侵吞巿民私有產權的「賣樓廿三條」。發展局局長林鄭月娥押下個人信譽，請大家信她一次，修例是方便市區重建，而不是向地產商輸送利益。

質疑林局長誠信，不如講道理。馬頭圍道的塌樓事件，應令政府醒覺市區重建不能擇肥而噬，揀最有利可圖的黃金地段，而是對症下藥，優先處理無法團、無維修，業主無法搬遷的三無樓宇。要降低強拍門檻，我建議修例範圍先選擇有較多「三無」樓宇的舊區，例如九龍城、深水。

此外，24個有重建壓力的區域中，12個區的計劃大綱圖仍未檢討，當中不少是臨海區域，如堅尼地城及摩星嶺、中區、灣仔、銅鑼灣等，全港一刀切放寬強拍門檻，只會造成更多屏風樓，我建議先揀已完成檢討分區計劃大綱圖的地區。

以上建議既無阻私人地產商參與重建，亦可帶動經濟潛力較低的地段優先重建，避免馬頭圍事件再現。技術上，建議亦符合修訂的法律框架。可惜，政府一口拒絕，硬說建議涉及重建策略檢討，請議員先通過修例，提出的問題其後檢討。

這是政府一貫手法。無論是當年23條，政府不肯以白紙草案先諮詢；或是高鐵撥款，議員指出未能解決「一地兩檢」；或是政制政改，民主派要求先交普選路線圖；或是今次的強拍修例，議員要先建立調解機制保障小業主，政府都是「信我一次」，先通過後檢討。為何政策好壞不是評理，每次都演變成行政與立法之間的互信？
