法政隨筆 – 冷氣下的溫水煮蛙
2006 年夏天，政府展開「藍天行動」，提倡節能和改善空氣質素；不少公共場所響應政府呼籲，將室溫調校至攝氏25.5度，減少大熱天時室內穿毛衣抗冷氣的浪費。
事隔數年， 「藍天行動」、「25.5 度」像當年董建華推「八萬五」房屋政策一樣，不提便等於不做， 「城市雪房」又悄悄重臨香江。早前環保團體跟進市民投訴，發現很多商場、巴士或港鐵車廂，甚至法院和醫院的室溫都過低，只介乎19 至22 度。
直至今年8 月15 日，天文台已發出31 日酷熱天氣警告，較過去全年平均22 日多了9 天。持續酷熱的天氣令公共場所和私人機構拚命大開冷氣， 製造一個個的「雪房」。可是，室溫過低影響身體健康，而且，冷氣調低攝氏一度，便多耗費3%的能源和增加溫室氣體的排放量，加劇熱島效應，令氣溫進一步上升，惡性循環。
再看遠一點，香港平均氣溫升幅速度，在20 世紀後半期加劇︰ 1947 至2010 年間，氣溫平均上升速度是每10 年0.16 度；1981 至2010 年間每10 年0.26 度。天文台另一項研究預料，極端天氣包括酷熱日（最高氣溫在33 度或以上）的數目到2099 年前將比現時增加4 倍至平均每年89 日，整整3 個月。
可惜特區政府不重視這問題，經常強調每名港人平均只排放6 噸溫室氣體，比其他地方為少。忽略不提的是，平均數沒包括港人經常乘飛機的排放量，而且香港地方小，人煙稠密，不斷加劇惡性循環。
