法政隨筆 – 民主路漫漫 共勉之 余若薇

自特區政府周一180度轉變，宣布接納民主黨的區議會方案後，辦事處不斷接獲巿民來電，有的激動投訴民主黨轉，有的苦口婆心勸告公民黨不要投反對票，有的擔心泛民主派分裂正中中央下懷。

公民黨與大部份港人一樣，理性務實、講道理。反對新方案是因政改茲事體大，政府於立法會表決前三天才提出，提名門檻、選舉經費上限、投票方法等細節完全欠奉，豈能匆匆通過？方案中特首選舉方案毫無改變，立法會功能組別仍是不減反增，普羅大眾沒有提名權和被提名權，縱使選民基礎擴至一人一票，但經篩選後的小圈子選舉仍是容易讓人操縱，擺脫不了功能組別的本質。可是加入這種選舉模式卻將功能組別合理化，方案未言明增加功能組別以後如何逐步取消，卻與被指為推動政改功勞最大的梁愛詩早前所提倡的沖淡功能組別方案，不謀而合，令人懷疑方案埋下功能組別永遠長存的種子。

然而，民主精神貴乎尊重、包容多元意見，泛民主派爭取普選的手段雖有不同，公民黨仍然希望爭取普選的同路人，或協商談判，或奮勇抗爭，或理性爭取，都能抱互相尊重的基本民主素養，秉持原則，毋忘爭取普選路線圖的承諾。要知道爭取民主普選的長路漫漫，互相撻伐無助於達至目標，只有團結互重，真正的普選才能有望在香港落地生根。

無論你是爭取民主數十年的老將、八九民運中成長的一代、或八十後九十後的生力軍，各爭取民主的同路人，請不要氣餒，就讓你我憑堅定不移的心志，在民主路上整裝再出發。七月一日，維園見！
