海洋公園條例應檢討 余若薇

有報道海洋公園打算從俄羅斯引入野生白鯨，置於明年開幕的新景點《冰極天地》，保育和動物權益人士強烈反對，捕捉野生動物以供城市人觀賞是不道德的勾當。

我去信海洋公園後，主席盛智文即日致電，親自承諾海洋公園不會引入野生白鯨，消息令人欣慰，但爭議只是冰山一角。海洋公園作為非牟利機構但卻以商業模式運作，要不斷增加新景點刺激訪客進園消費。冰極天地，就是這種思維下的產物，即使明知會惹來大量消耗能源和動物權益的非議，也不惜嘗試闖關。

問題不是盛主席個人承擔或魄力，而是《海洋公園公司條例》經已過時，董事局由特首委任，亦不是上市公司般有法定監管，香港應盡早檢討機制，加強監察和透明度。
