澳洲減排法案啟示 余若薇

澳洲國會近日通過潔淨能源法案，向該國500多家排放大量溫室氣體的企業開徵碳排放稅，每噸二氧化碳徵收23澳元稅項。2015年中實施排放交易計劃，並成立能源保障基金，提供過渡期資助。預計可令澳洲在2020年較2000年的水平減排5﹪，在2050年減排80﹪。

碳稅和碳排放交易計劃經歷前總理霍華德、陸克文時期都未竟完功，終於在吉拉德手上開花。澳洲傳媒說，綠黨功不可抹。沒有綠黨的爭取，執政工黨早就捨棄前黨魁陸克文支持碳稅的立場；沒有綠黨抓緊機會逼迫執政工黨，吉拉德不會兌現開徵碳稅的選舉承諾。

從澳洲碳稅的故事，可以看到只要做應該做的事，即使在議會上是少數，也可發揮關鍵少數的力量，排除萬難，推動社會向前進。
