為何是2014？ 余若薇

千呼萬喚的新空氣質素指標終於出台，但要等到2014年才生效，之後還有3年緩衝期。2007年開始檢討自1987年沿用至今已四分一個世紀的空氣質素指標，研究及諮詢早在2009年完成並訂出方案。為何拖拖拉拉到2014年才推出？

2013年起供港天然氣輸氣管道工程完成、2013年起陽江和台山核電站陸續投產、2014年起中電與中廣核續約增加核電供應、2014年後西港島線和南港島線(東段)相繼通車、2014年十大基建的環評大致完成、2015年歐盟前期和I期巴士將會全部自然淘汰、2015年政府將設立3個低排放區、2015年起發電廠將受排污上限規管……

時間上的巧合，顯示政府要待其他政策配合，才更新指標。好比一個醫生慢慢等高血壓病人戒了煙酒，才告訴他正常血壓不應超過120，既危險又不負責任。
