為何總是偷偷摸摸？
市區重建局首個資助房屋項目「煥然壹居」臨時放寬條件，月入6 萬元的單身人士都可申請，輿論一面倒批評市建局「資助有錢人上車」，違反資助房屋政策本意。原來有人向平等機會委員會查詢，若只容許2人或以上家庭申請是否歧視，市建局便匆忙作出上述粗疏決定。
即使申請資格真的出現法律問題，可從長計議，但市建局管理層更改申請資格而不正式列入董事局議程，扮作小事般放在會議尾聲「其他事項」討論，以為可以側側膊走過場，結果，適得其反。
港珠澳大橋延誤一年至2017年底落成，特區政府的解釋是物料供應不穩定、勞工短缺，及航空限高、環保限制，填海沉降表現較預期慢等施工困難。又是悄悄地等待晚上11時才發布消息，大概以為市民早已麻木，不延誤才算新聞。
凡刻意避人耳目，唯一解釋是心虛。像今年初，特首、全體問責官員和行政會議成員的薪酬「解凍」， 回復2002 年水平， 變相加薪5.38%，這並非突發事情，但新聞稿又是晚上11 時許發出的。2012 年發展局長陳茂波上任不久，爆出經營房醜聞，回應也是晚上11時59分。
