為面子貼民生 陳淑莊

為了顧全新特首的面子，為了處理一個毫不迫切的議案，政府當局竟然不惜在毫無預告的情況下，動議暫停執行議事規則中對議程項目處理程序的規定，要求議會首先討論政府架構重組的決議案。這一回，不但立法會嚴肅的議事規則遭到肆意的踐踏，更阻礙了一些市民引頸以待的議案的審議工作，到頭來，受害的還是市民。

只要隨手翻開立法會的議程，就會知道有多少關乎民生的議案受到阻礙。好像正在審議的「強積金條例」的修訂、因應八達通出售客戶資料而提出的「個人資料(私隱)條例」的修訂、還有擴大法律援助資助範圍的決議案、擴大僱員補償法例的賠償金額和適用範圍的決議案。這還不止，取消14歲以下男童無性交能力推定的法例修訂，以至進一步規管劏房的建築物修訂條例也勢將受影響。以上所講的，任何一項都比更改政府架構重要。架構不改，政府仍可運作；但上面任何一項議案不能通過，市民的利益肯定受損。現屆政府和建制派議員，為甚麼要站在市民利益的對立面，衝擊我們的議事程序呢？
