烏克蘭禁飛背後 譚文豪

馬來西亞航空MH17客機在烏克蘭東部上空被導彈擊落，機上無人生還，事件震驚世界。隨即差不多所有航空公司均表示會停止進入烏克蘭空域，令社會極度關注民航客機飛越戰區的安全問題。

油價高企，各大小航空公司在制定飛行路線時，必定以最短距離並配合風向風速為首要條件，這亦並非只為了控制成本效益，同時亦為了減少碳排放以降低對 臭氧層的破壞。其實除了馬來西亞航空之外，還有十多間航空公司，包括新加坡航空、皇家荷蘭航空及漢莎航空等等具有良好安全紀錄的航空公司，亦會使用烏克蘭 空域。相關空域在本年3月底時的禁飛高度為29,000尺，後來在7月增至32,000尺。馬航出事之前是在33,000尺高空，高過禁飛區的 32,000尺高度上限，所以由始至終馬航客機根本沒有觸及禁飛空間。事件後，烏克蘭將有關地段的禁飛空域伸延至無限高度(Unlimited)，即是所 有的飛行高度均不准進入。

為何烏克蘭不老早就封閉整個空域？首先，所有飛過國家空域的飛機都需要支付過境航班收費，通常是以每海里計算，以香港為例，每海里收4.8港元。烏 克蘭領土廣闊，面積約為60萬平方公里，東西長700海里，南北長500海里，內戰爆發後，每天飛越上空的飛機班次，雖然由三百多班下降至約一百班，但其 一年收益估算亦超過億元。
