牛糞無人踩？
無綫電視每晚熱播劇集《大太監》，黎耀祥飾演八面玲瓏的清末太監李連英，有這金句： 「做牛糞好，沒人敢踩。」
特首智囊中央政策組現在就像牛糞，一副「我無賴，你拿我沒辦法」的姿態。首席顧問由前朝劉兆佳換上「左王」邵善波，其言論正好體現這牛糞論。
中策組原先設計是政府的大腦，港英時代，委任的顧問都是社會精英，到特區年代，淪為政治酬庸，委任不少富二代。此外，中策組原本職能是研究政策，分析民情，向特首獻策，但劉教授時期已變成民調機器，其間泄漏出去的民調問題令人莫名其妙，經典傳言是中策組就李柱銘是否漢奸、陳方安生是否忽然民主做過民調。
10 月履新的全職顧問高靜芝講明不懂政策研究。她另有任務，變身「超級人事部長」，騎在各政策局長頭上，各局的公職人士包括約400 個諮詢委員會3700 人的任命，均須預先「通知」高女士，有如「梁粉俱樂部」部長。工黨議員李卓人索性將高女士比為慈禧太后身旁的李連英！
中策組不單只操控公職任命，還協助特首發動輿論戰，正如邵善波所說中策組「一定是政府工具」， 「政黨或政客不斷每日在社會上鼓動某一些事，如果政府就要中立，不能夠鼓動意見，不能夠推動，難道政府坐着捱打？」中策組變身中宣部，連劉兆佳教授也看不過眼，直言特區政府不能靠賣廣告以挽救民望。
邵善波擺明車馬甘做牛糞，現在又向立法會申請增設一個全職顧問職位，年薪280萬元，可恨立法會支持牛糞的議員居多，小罵大幫忙，預料這筆撥款又會通過。
