生產者 責任制已死

生產者 責任制已死 余若薇

政府早於2004年提出，2009前為6類產品的生產者責任制立法；其中包括電器及電子產品，原訂2007年實行生產者責任制，但至今只能為其中一類產品，即超市連鎖店的膠袋徵費五毫一個。

延遲到今年，政府終於提出廢舊電器電子產品「生產者責任計劃」，但再一次將有關責任轉嫁消費者，日後我們購買「四電一腦」(電視機、冷氣機、雪櫃、洗衣機和電腦)時，每件電器須支付100至250元不等的回收處理費，估計每年消費者要承擔2.2億元電子廢物回收處理費。

環保組織地球之友建議，明文規定回收費的攤分比率，以確保製造商、入口商、零售商與消費者公平攤分不同份額的回收處理成本，提供誘因使生產者協助回收。可惜，「生產者責任」已變成「消費者責任」，背後精神亦宣告死亡。
