綠色公民 – 不要打殘慳電膽 余若薇

立法會環境事務委員會主席曾蔭權在施政報告中提出有條件的慳電膽優惠，要求電力公司向每戶派發100元慳電膽現金券，但同時要承受加電費廿四元。及後，又爆出特首姻親為慳電膽分銷商，優惠政策被指為利益輸送。同時，有評論指慳電膽含水銀，棄置堆填區會污染土地。慳電膽政策因政府推行不得其法而弄至四面楚歌，各方要求政府撤回，實屬可惜。

公民黨一直主張鼓勵市民使用包括慳電膽在內的各類節能產品，可以節省能源，減少溫室氣體排放，同時又要求政府盡快成立慳電膽回收制度，避免水銀污染。不要一棒打死慳電膽的建議，我們應爭取優化措施，促請政府而不是電力公司無條件向市民派發綠色經濟券，一方面不會導致電費加價，另方面讓市民彈性選擇市面上各類節能產品，包括慳電插蘇、拖板、太陽能熱水器等，避免利益衝突的指控。
