綠色公民 – 南沙煉油廠遷湛江 余若薇

中石化的煉油廠計劃，選址將由南沙遷到湛江東海島。根據《廣東省環境保護規劃綱要》，原選址南沙是生態脆弱區和環境敏感區，位處珠三角中央，煉油廠排出的污染物極可能影響香港、深圳和廣州過千萬人口。珠三角製造業密集，土地和環境的承載力已近飽和，項目雖可發展廣州石化工業，但對環境的考驗甚大。

因應各界反對，選址建議改到湛江。新選址不影響國家能源戰略布局，而且附近人口較為稀少，是比較可以接受的地方。

高污染設施挑動民眾神經，無論選址何處，必須經過環境影響評估，將科學舉證與民眾意見，納入既定程序和機制處理。有規有矩的制度和高透明度的決策，可以有效處理環境爭議，期望內地和香港的環評都會成為有效的機制。
