綠色公民 – 南生圍保衛戰 余若薇

雀鳥天堂米埔鄰近的南生圍再受威脅！南生圍跟具特殊科學價值地點的甩洲只有一河之隔，其蘆葦林可過濾水質，亦是候鳥鸕鶿的棲息地。發展商將於本周五向城規會申請延期3年，是自2001年第四度延期，換取時間重訂方案，算盡城規會要求下的空子，在南生圍發展住宅項目賺到盡。

目前經城規會初步批核的發展項目時限寬鬆，發展商容易鑽空子，十多廿年前獲批的發展項目，今天依然可以無止境申請延期。例如南生圍發展當日批准的發展密度，今天早已過時。

發展如何兼顧環保？不能每次像大浪西灣或景賢里「特事特辦」，政府必須全面檢討自然保育政策，仿效英國設立民間主導的獨立基金。今天我會在立法會動議討論此問題，期望政府聆聽議會與社會意見。
