綠色公民 – 姍姍來遲
立法會環境事務委員會主席千呼萬喚始出來的購物膠袋徵費規例，終於提交到立法會，立法會小組委員會明天就會展開審議工作。正反陣營劍拔弩張，一方面諉過經濟，要求延遲實施，但早已望穿秋水的環保人士認為不容延宕，最好午夜立法，明早一覺醒來已變天。
無論如何，審議法規的工作也需嚴謹，立法者放鬆把關就是失職。新的膠袋徵費規例有不少實施細節，逐條審閱天經地義，猶如少林弟子洪熙官和方世玉要下山，必須打過木人巷一樣。其實政府事前諮詢工夫做得愈好，審議過程就愈快。政府三四年前計劃的六項生產者責任制本應今年落實，相關法規早應立法。不只膠袋，還有電器、飲品容器和充電池等等。政府必須盡快諮詢業界，一併拿到立法會，自然可加快審議，推動環保。
