綠色公民 – 峰會空談 減排更難 余若薇

哥本哈根峰會最終只能以兩頁半紙的空洞協議告終。兩年前的印尼峇里會議後，全世界均盼望今次會議能夠像1997年的《京都議定書》那樣，制訂具法律約束力的減排目標和應對氣候變化的融資安排，但結果卻幾乎是回到基本點，減排目標要容後再談，融資方案也沒有具體安排，大會變成大國互相卸責的角力場。最大受害者是沒有能力應對氣候變化的弱勢島國和窮國。

沒有具約束力的減排協議，也意味着香港政府毋須理會國際社會的要求，明年公布的應對氣候變化報告勢難有任何實質減排目標。

從大會中可以看到，各國政府重視眼前經濟增長，寧願犧牲子孫後代的未來。對抗全球暖化，只有靠民間社會努力不懈，不斷催迫政府和私人企業節能減排，才會帶來改變。
