綠色公民 – 政府耗電25億度 余若薇

政府經常強調節能，又不斷推出節能項目，但節能效果有多大？最近，政府回答立法會財委會文件披露，2009-10年度政府全年用電達25.69億度電，較2008-09的用電量25.37億度電還要有3,200萬度電的增長。估計每年政府各部門要支付的電費為21億多元。政府計劃在新一年度推出75個節能計劃，但預計只能省下500萬度電。

節能效果實在強差人意，政府必須找出原因，否則節能裝置的撥款年年批出，但卻收不到預期的節能效果。政府節能無方是否反映了政府對整個社會節能也感到無能為力？因此，特首去年在施政報告中，提出將核電輸入的比例增至一半，好營造低碳經濟的假象？

促進節能不能單靠改善裝備，政府必須檢討能源政策、打破電網壟斷、改革電費制度，才能結構性地促使整個社會走向節能低碳。
