綠色公民 – 氣候逃犯曾蔭權 余若薇

立法會環境事務委員會主席昨天，綠色和平跑到立法會來指摘特首曾蔭權未盡全力應對氣候變化問題，又不願承諾出席年底聯合國在哥本哈根舉行的氣候大會，批評他一直在做氣候逃犯，缺乏氣魄帶領香港人承擔對地球的責任。

隨着年底哥本哈根國際會議逼近，各國都正在制訂2020年的減排目標，曾蔭權卻置若罔聞，逼使公民社會大呼求變，23位立法會議員亦聯署要求曾蔭權制訂全面氣候政策的聲明。

曾氏一再用能源強度目標魚目混珠，但那只是能源效益指標，如果經濟急速增長，甚至可能出現能源強度減而溫室氣體總排放量增的怪現象。

今天，我將會在立法會提出修正案，要求政府盡快提出全面的氣候變化政策和減排目標，參照去年修例就三種空氣污染物向電廠設下「排放限額」的例子，替溫室氣體設下排放限額。
