綠色公民 – 減廢工作 龜速前進 余若薇

立法會上周三壓倒性通過廢除《郊野公園令》，阻止政府縮減清水灣郊野公園土地，挪用來擴建堆填區。政府揚言考慮司法覆核，同時趁勢為焚化爐發動輿論攻勢，對減廢工作卻避而不談。

政府在2005年年底提出《都市固體廢物管理政策大綱》，誓言每年減廢1%，回收率增至50%，又建議在2009年完成6項生產者責任制項目，並推出廢物收費草案、實施堆填區禁令和興建焚化爐等措施，解決垃圾問題。

5年過去，除了家居廢物回收率達標，上述建議的所有目標全部落空。都市固體廢物總量由2003年的583萬公噸，增加至2009年的640多萬公噸。

生產者責任制只有膠袋費落實，以現時進度，恐怕10年也完成不了。政府與其絞盡腦汁要告立會，何不將兩三個生產者責任制項目一併提上來，加快減廢工作？
