綠色公民 – 獅城管樹遠勝香港 余若薇

立法會環境事務委員會主席朋友每次談起新加坡保護和管理樹木的政策，都豎起大拇指讚好。市中心烏節路兩旁看似連綿無盡的參天大木，引證着這花園城市的美譽，令香港人羨慕不已。

驕人成就背後建基於該國法律 —「Parks and Trees Act」。法例指明樹木管理由國家公園及康樂事務專員負責。市民要砍伐或損壞樹幹圓周超過一米的樹木要先徵得專員同意；對損害樹木的行為，如落毒、潑油、剝皮等，有清晰的定義；法律又賦予政府權力劃定私人土地為「樹木保育地帶」。

對於護樹和砍樹，都有法定程序依從。該條法律又訂明，若阻礙交通或有即時危險，專員可勒令移除樹木；又確立合資格人士的資格和責任。清晰完備的法制下，樹木才能健康生長。唐司長這護樹大將軍會否借鏡？
