綠色公民 – 環保長痛 余若薇

柴灣道樂翠台居民自1985年入伙後一直飽受噪音滋擾，終於等到2000年，政府表示會在該路段設置隔音屏障，但工程一拖再拖。居民忍足26年，仍不知何日方可結束此環保長痛。

柴灣道的隔音屏障工程本於2005年開始計劃，預算最遲於2010年動工。可是，政府拖延至2009年才首次將方案提交區議會，2010年又要改變計劃。早前，我在立法會追問環境局局長邱騰華，究竟還要再等多久，答案是「很短」時間內，再問「好短」是代表今年？明年？何年？其實是沒時間表。

噪音問題歷26年不獲解決，空氣質素指標沿用24年不更新，政府的環保措施不斷蹉跎，面對切身環境問題的市民繼續受苦。實在不能明白，為何動用669億的高鐵都有開工時間，一道數千萬的隔音屏障卻遙遙無期。
