綠色公民 – 真減排，防暖化
立法會環境事務委員會主席討論氣候變化的哥本哈根會議年底才召開，但各關注團體已展開工作。世界自然基金會上周六發動「地球一小時」行動，綠色和平將關注暖化的訊息，用射燈射向中港政府地標；樂施會亦大聲疾呼暖化會危害第三世界。他們提醒我們危機仍在，京都議定書亦會在2012年到期，人類必須訂出新協議。
香港、中國和美國都毋須按京都議定書制訂減排目標。三地只是透過亞太經合組織，取巧以「能源強度」代替京都議定書「總量管制」的原則訂定減排目標。「總量管制」定出排放上限，「能源強度」卻視乎經濟狀況，只要經濟增長強勁，即使香港溫室氣體的排放量不斷增加，政府仍可以聲稱能源強度逐步減低，結果是造成假象。關鍵時刻到了，三地必須下定決心，以總量管制制定真正的減排目標。
