綠色公民 – 碳審計與碳認證 余若薇

減碳節能是大勢所趨，但如何計算減碳的成效？發展碳審計和碳認證有助確立公認標準。前年政府推出碳審計指引和「綠色香港‧碳審計」計劃，但屬自願性參與，目前全港只有145間機構加入。

至於碳認證，就更加是百廢待舉。政府雖在前年6月，倚靠中國向聯合國成功爭取，將香港納入《聯合國氣候變化框架公約》清潔發展機制內，可以讓香港企業向發達國家售出碳排放額。不過，香港、華南地區，甚至東南亞目前均缺乏聯合國認可的碳認證機構。即使有公司願意發展潔淨能源項目，恐怕也要跑到北京或日本、韓國等地才能取得認證，參與清潔發展機制。

政府不能做一半不做一半，必須有全盤計劃，才能建立完整的碳審計和碳認證機制，開拓綠色金融，發展低碳經濟。
