綠色公民 – 綠色憤懣
照明是家居第三大耗電源，僅次於冷氣機和雪櫃，若不從這污染源着手，空有減排目標和政策，落實執行也寸步難前。
今年施政報告，政府建議派慳電膽券要加電費的做法激起民憤，不單只影響政府民望，更令人憂心的是，這次風波會令日後推行節能減碳的措施變得加倍困難。特區政府要利用政治智慧盡快推出優化計劃，消除民怨。
最近澳洲一個成功例子可作借鏡。政府與商界合作，以低價購買慳電膽，同時設有抽獎遊戲，倘若市民換上的慳電膽會發綠色光便可獲贈一部汽車，每日報章大幅報道中獎的幸運兒。無論政府，慳電膽分銷商及汽車廠都達到推廣功效，市民為了中獎亦樂意轉用慳電膽，皆大歡喜。
