綠色公民 – 綠色金融 余若薇

今日我將會在立法會提出議案，呼籲政府積極回應下周一在哥本哈根舉行的聯合國氣候變化大會。最近一個月，世界各國紛紛提出各自的減排方案和目標。港府有關氣候變化的顧問報告卻要延至明年才公開諮詢公眾。

樂施會指出，香港是富裕社會，不應老是躲在中國背後，應制訂自願性的減排目標。新加坡在幾年前已有完整應對方案，現在韓國也訂出2020年減排目標。

上周，中國終於提出全面的減排方案，包括碳審核機制、增加森林面積的目標，並且會在規劃國民經濟和社會發展時考慮減排，雖然在減排目標的標準仍有待商榷，但總算是邁出第一步。香港政府應訂下總排放量目標，不能再以能源強度作為擋箭牌。此外可考慮發展減排交易，或開徵金融交易稅以資助發展中地區對抗氣候變化。
