綠色公民 – 綠色預算促進貿易
政府去年提出「綠色經濟」的方向，誓要發展環保產業，並以電動車和環保建築為重點項目。一年過去，路邊仍未見有多少電動車行走，電動車還要好幾年才能量產和普及；建築物能源效益條例草案仍在審議，建議標準亦被批評太寬鬆。
與其好高騖遠，不如腳踏實地。環顧香港，即時可促進貿易的環保產業，主要是節能照明和回收行業。
不少港商在珠三角從事照明業，而中國燈都就在中山古鎮，香港政府可撥款資助社福機構、老人院舍及綜援戶更換發光二極管等環保照明，擴大內部需求，拓展產業空間。回收行業藉回收、拆解、加工增值後再出口外地，可創造綠色財富，但業界面對缺乏用地和碼頭問題。
財政司司長應藉預算案，從用地、政策、財務誘因三方面促進綠色貿易。
