綠色公民 – 自然保育 不是免費午餐 余若薇

政府2004年公布自然保育政策，提出公私營夥伴合作模式，保護具生態價值的私人土地，並劃出12幅土地為優先處理地點。五年多過去了，連一個公私營夥伴合作計劃也未成事。

香港並沒有像英國般成立基金，將保育的土地劃為受保護地區，許多有生態價值的私人土地，如沙羅洞、塱原、深涌、鳳園等，多年來成為發展與保育的角力場。

政府推出夥伴計劃，原意是希望理順發展與保育的矛盾，但計劃全無財政支援，一廂情願地靠發展商做好心保育大自然，簡直是癡人說夢。為了保育大自然而凍結土地發展，勢必損害地主權益，政府可透過撥款設立基金買地，或建立發展權轉移機制，合理補償地主，取回土地加以保育，承擔保護大自然─香港人的公共財產。
